Hāpai Hapori (Community Operations) provides Secretariat services for the New Zealand Lottery Grants Board, the Crown Community Voluntary Sector and a range of Trusts contributing to community, hapū, iwi and hāpori Māori aspirations.
In 2021, the NZ Lottery Grants Board undertook Kia Tipu He Tipua: Evolving the Community Funding Model. This work included the development of a Te Tiriti o Waitangi Policy, moving towards outcomes decision making and the introduction of the Critical Tiriti Analysis Tool developed by Dr Heather Came-Friar, Professor Dominic O’Sullivan and others.
Kia Tipu He Tipua is far from being over and this session provides an overview of how the CTA is growing critical Te Tiriti o Waitangi analysis in policy design, outcomes based decision-making and practice shift in a 35 year old funding system for community, hapū, iwi and hāpori Māori.
