The tenth Vulnerability Report covers September 2011. It illustrates the experiences and pressure points for both families and social service agencies. Data from Christian agencies who are members of the New Zealand Council of Christian Social Services (NZCCSS) is supplemented with data provided by other community based organisations and placed in the wider economic context. This Vulnerability Report is written with welfare reform and the Green Paper for vulnerable children in the background.
